Plenary \Ple"na*ry\, a. [LL. plenarius, fr. L. plenus full. See {Plenty}.] Full; entire; complete; absolute; as, a plenary license; plenary authority. A treatise on a subject should be plenary or full. --I. Watts. {Plenary indulgence} (R. C.
